In the past - and in free countries - web sites have not been responsible for copyrighted material posted by third parties, and anyone has been free to link to any website and post a description of content at that site, with the proviso that they must remove such links and copyrighted material on request by the owner. Under the new laws web sites will be required to obtain permission before linking or describing.
