 "The panel will see you now, Miss Franklin."

   Lisa Franklin stood up, smoothed out her short skirt, and walked into
the conference room.

   "Good morning, Miss Franklin.  Have a seat, please."

   Lisa sat silently in the single chair across the table from the six
professors facing her.  Even though she was confident of their ultimate
approval, she had an executive order in her pocket, for God's sake, this
meeting was still nerve wracking.  The panel ultimately had the right to
deny her the project, however unlikely that might be.

   "A Study of Public Nudity and Sexuality Among Adolescent and
Preadolescent Girls," Dr.  Reed read from the title of her doctoral studies
request package.  "Intriguing.  Tell us what you have in mind."

   Lisa nervously cleared her throat and launched into her presentation. 
It really was an amazing proposal, one that was unthinkable just a few
years ago.  She planned to track the short and long term effects of public
nudity and even public sexual activity on girls of all ages in all
different types of situations.

   "So, let me get this straight," said Dr.  Jackson upon her conclusion.
"You expect to ask girls all over the country to do various sexual
activities including sexual intercourse, and you think they'll do it in
sufficient numbers to be scientifically valid?"

   "Yes, ma'am," Lisa replied.  "There will be multiple, highly controlled
scientific studies in which one or more girls are required to be nude or
sexually active in a public setting.  My team will carefully monitor both
the subjects' responses and the responses of other participants and
observers."

   Dr.  Williams asked in his rather nervous, high pitched squeak, "Tell us
again how you can legally do this?"

   Lisa tried to suppress her frustration at having to repeat the strongest
part of her program.  You would think the doctoral board would be more
interested in the scientific research involved, but no, all they seemed
concerned about was the legalities of the program.

   "President Simpson has issued an executive order which will become
public upon your approval of the project, suspending all public nudity and
pedophilic sexuality laws for anyone involved in this study or reviewing
the contents of the study.  In order to insure that we have enough
participants for a valid scientific study, parents and organizations cannot
opt out," she responded.

   "In other words," Dr.  Jackson stated, "anyone that you enroll is
required to do whatever you say."

   "I'm not sure I would put it quite that bluntly, but yes, if I need to
enroll a child in a particular program to develop a scientifically valid
test the child has no choice but to cooperate."

   "And this relates to film and photography as well?"

   "Yes.  All forms of media including photography, internet, and
television are protected from pedophilic pornography laws as long as it is
related to our scientific studies."

   "What types of studies are you looking at?" queried Dr.  Snyder.

   "The details of some of the major studies are included in the package,"
responded Lisa, "but in general we will be researching all aspects of
female sexual development, desire, and self-image.  One series of studies
will include how girls of various ages react to the embarrassment of being
unexpectedly stripped in public.  One experiment will perform intimate
strip searches at airports, schools, and even churches.

   "We also want to study young girls' incestuous feelings towards fathers
and brothers and so they will be observed in sexually inviting situations.

   "Perhaps the most exciting program will be the voluntary all inclusive
study in which girls agree to be nude and sexually available to anyone for
any reason."

   "And that plan is voluntary," interrupted Dr.  Wilson.  "Why is it
voluntary when the other experiments are compulsory?"

   "Yes, that program is voluntary because it requires a long term
commitment on the part of the child and her family.  I should mention that
either guardian or the child herself can enroll a child in this program."

   "So a father can enroll his12 year old daughter and she then is required
to be nude and have sex with anyone until she is18?"

   "Yes, that is correct."

   "So what happens if the mother or the girl herself doesn't want to
participate in such a drastic program?" challenged Dr.  Jackson.

   "That was a difficult decision we had to overcome," Lisa replied. 
"Either we allowed one of the parties involved to veto the decision, or we
required that one positive vote overruled any negative.  We decided that
there would be too many opportunities and too much confusion if too many
people could veto the decision.  In particular, if a young girl decided to
enter this program, we did not want her guardians to be able to block her
participation."

   "At what age can they enter the program?"

   "A guardian can enter a girl at birth.  The child cannot choose on her
own until her fifth birthday."

   "What makes you think the public will sit by and allow you to set up a
legal child molestation ring throughout this country?" Dr.  Newman was
sitting on the far end of the table in a dark blue suit, his short white
hair highlighting the bright redness of his face.

   "First, Dr.  Newman," Lisa responded, "this is not a molestation ring.
It is a serious study of female sexuality on a grand scale never before
attempted.  No girls will be injured.  Due to the recent eradication of
sexually transmitted diseases, we don't even have to worry about that. 
Indeed, the information we learn will help us raise the next generation of
young women to be much stronger emotionally, mentally, and even physically.

   "Second, President Simpson was just elected to her second 10 year term
as president.  The Party of the National Union of Democratic
Environmentalists (PARTY NUDE) has a strong majority in both houses of
congress.  The old Republican party is the only one that would oppose it
and they are almost powerless.  And thanks to the use of Executive Orders,
we no longer even need Congress' approval to enact an academic program of
this kind."

   "So if you already have this Executive Order available to you, why do
you need us?" asked Dr.  Jackson.

   "Sir, this is an academic study.  This institution has the best
department of human sexuality in the nation, in the world.  Although I
believe other institutions would jump at the chance to sponsor this
program, I believe we both need each other.  I need the strength and
reputation of this institution to provide legitimacy to my research and you
know that this program will dominate the study of human sexuality for the
next generation, therefore you can't afford to let me walk out the door."

   "One further question," asked Dr.  Walker, who had been silent up to
now. "Why you?  Why are you, an attractive 25 year old doctoral student,
wanting to dive into a program that will be as all-encompassing and as
controversial as this one.  You are well aware of what certain groups and
people will say about you, I'm sure."

   "Dr.  Walker, I grew up in an extremely conservative family.  I was not
allowed to attend any sex education classes as a child.  I honestly thought
I was dying when I had my first period.  The first penis I saw was the one
that got me pregnant 5 years ago.  I do not want my daughter to grow up in
that environment.  I want to learn as much, and teach as much, about female
sexuality as I possibly can."

   "You have a 5v year old daughter?" Dr.  Wilson asked.  "Will she be in
the program?"

   "Dr.  Newman, the day President Simpson announces her executive order
will be the last day Sydney ever wears clothes."

   Ten minutes later she walked out with her doctoral program approved.

   By order of Lisa Simpson, President of the United States of America, it
is hereby decreed that all female residents under the age of 18, whether
legal or illegal, will cooperate and fully participate in any and every way
with any request made by Lisa Franklin or her team in her study of the
development of female sexuality.  It is understood that some of these
requests may be against the personal or family morals or religious beliefs
of the individuals involved, nevertheless, the scientific knowledge to be
gained through this study is considered a part of national security and
supersedes the beliefs of individuals.  Furthermore, all laws, both federal
and local, regarding any activity related to studies being done by Lisa
Franklin or her team are suspended.  Anyone prosecuted and found guilty of
any offense related to activities done in the course of the studies being
led by Lisa Franklin are hereby pardoned for any and all offenses. 
Individuals refusing to cooperate or participate fully in the studies as
led by Lisa Franklin or her team will be incarcerated along with their
entire family until the person in question agrees to cooperate or until she
reaches age 25.
