In the year 2049 the society had mostly deteriorated to non-working masses waiting for the government dole. The elite rich recognized the coming anarchy if some radical change was not soon affected.

With the constitution long abandoned they were able to pass the act of 2049.

That all of the male and female persons between the age of 18 and 19 years must acquire employment or show wealth in an amount that would sustain their housing and subsistence without government assistance.  If the above by the beginning of their 19 year was not documented to the government they would become government property.

The government would then sell them to the highest bidder that would house and feed them for rest of their life with the right of transfer to others at any time.  They would be required to perform whatever duties were commanded of them.

This law quadrupled the “Gross Domestic Product” in months.  The government out lay for non-workers was reduced drastically. 

As time went by about fifteen percent of the population that did not escape the property clause were kept by those that could afford them.

When taken as property they would be stripped of all clothing and be fire branded on the right buttock with the letter “P” when auctioned the law required that the sale date be tattooed below the “P” and for any subsequent sale dates.
